Local referendum
LOCAL REFERENDUM is a tool through which residents decide on the most important issues concerning the city by voting. It consists of giving a positive or negative answer to a question or questions posed on an official ballot, or making a choice between the proposed options. Persons permanently residing in the city and having active voting rights to the City Council are entitled to participate in the referendum. A referendum is conducted on the initiative of the City Council or at the request of at least 10% of the residents entitled to vote in the municipality. The initiative to hold a referendum at the request of residents may be submitted by:
a group of at least 5 citizens entitled to elect to the City Council (NOTE: in the matter of establishing, merging, dividing and abolishing the municipality and determining its boundaries, this group must consist of at least 15 persons),
a statutory territorial structure of a political party operating in the city of Stalowa Wola,
a social organization with legal personality, whose statutory area of operation is at least the area of the city of Stalowa Wola.
To initiate a local referendum:
Gather a group of referendum initiators.
Notify the President in writing of the intention to initiate a referendum.
Make the subject of the referendum public.
Within 60 days, collect the signatures of at least 10% of persons entitled to vote (surname, first name, address and PESEL number and handwritten signature).
Submit an application for a referendum.
The legal basis for conducting a local referendum is Article 4 and 170 of the Constitution of the Republic of Poland and the Act of 15 September 2000 on local referendums, which sets out the detailed rules for conducting a local referendum. https://isap.sejm.gov.pl/isap.nsf/download.xsp/WDU20190000741/U/D20190741Lj.pdf
