About the Youth Participatory Budgeting
Voting in the YPB
Voting on projects that have been approved for voting takes place electronically via the Digital Participation Platform. Voting can be done within the period specified in the schedule by selecting the projects of your choice, which are available in the VOTING section.
Voting is carried out by selecting any number of projects from the list, with the total sum of the costs for the selected projects not exceeding PLN 300,000, allocated for project implementation in 2025 under the first edition of the Youth Participatory Budget.
Each project selected from the list receives one vote.
Eligible voters are those who:
Reside in the Municipality of Stalowa Wola or live outside the Municipality but are enrolled in an educational institution (e.g., school, university) located within the Municipality of Stalowa Wola,
And who, no later than the last day of voting specified in the schedule, have turned 13 years old and are under 27 years old (i.e., under 27 years of age).
The electronic voting card must include at least the voter's first and last name, address, PESEL number, phone number, and email address. For those who do not reside in the Municipality of Stalowa Wola but are enrolled in an educational institution (e.g., school, university) located within the Municipality, the name and address of the educational institution must also be provided.
Each eligible voter can vote only once. Information about how individual people voted is not published. Only the number of votes received by each project will be made public.
NOTE: The vote of a minor must be confirmed by a parent or legal guardian by providing their details, including at least their first and last name, phone number, and email address, followed by electronic confirmation of the vote by the minor.
The order of projects on the voting lists is determined by a random draw conducted by a member of the Youth City Council of Stalowa Wola or another representative of the youth community.
After voting ends, each project is assigned the number of valid votes it received, meaning those that:
Were cast by an eligible voter,
Were cast within the voting period specified in the schedule,
Were cast on an electronic voting card that selected at least one project and contains all required data for participation in the vote,
Were cast on an electronic voting card where the total value of selected projects does not exceed PLN 300,000.
Based on the valid votes cast, a list of projects is created, ordered by the number of votes received.
Projects with the highest number of votes are considered selected for implementation under the Youth Participatory Budget until the total amount allocated for project implementation is exhausted, i.e., PLN 300,000. If the remaining funds are insufficient to implement the next project on the list, the next project on the list is considered selected if its implementation cost fits within the remaining funds.
NOTE:
If several projects receive the same number of votes and the remaining funds do not allow for the implementation of all of them, the projects are selected through a random draw automatically conducted by the Digital Participation Platform.
If several selected projects concern the same location and it is not possible to implement all of them simultaneously, the project highest on the list (with the most valid votes) or selected through a random draw automatically conducted by the Digital Participation Platform (if the projects received the same number of valid votes) is considered selected.
Results of the voting, including information on selected projects, will be published within 5 days from the end of voting on:
The notice board of the Office,
The website of the Public Information Bulletin of the City of Stalowa Wola – www.bip.stalowawola.pl,
The website of the City of Stalowa Wola – www.stalowawola.pl,
The Digital Participation Platform – https://decyduje.stalowawola.pl.
Information about the selection of a project will be sent to the author via email or phone within 5 calendar days from the date the results are published on the Digital Participation Platform.
