About the Youth Participatory Budgeting

Evaluation of projects in the YPB

The President of the City of Stalowa Wola, by means of a separate ordinance, appoints the Team for the Youth and Green Participatory Budget, responsible for conducting the project selection procedure in accordance with the YPB Regulations available in the section above. For the 1st edition of the Youth Participatory Budget for the year 2025, it is planned that from October 8, 2024, to November 8, 2024, the evaluation of projects will be conducted and a list of projects eligible for voting will be published.

The verification of submitted projects takes place in two stages.

FIRST STAGE OF PROJECT VERIFICATION involves checking whether:

  • The project meets formal requirements:

    • The project author has submitted no more than 3 projects to the Youth Participatory Budget.

    • The project was submitted within the timeframe specified in the schedule.

    • The project was submitted in the correct form.

    • The project was submitted by no more than 6 eligible people.

    • The project submission contains all required elements.

    • The project submission includes the consent of the author of the work in accordance with the Act of February 4, 1994, on Copyright and Related Rights (Journal of Laws of 2022, item 2509, as amended), if required.

    • The project does not contain content commonly regarded as obscene, offensive, vulgar, or socially unacceptable.

If a project was submitted after the deadline specified in the schedule or in a form other than required, it will be considered as not meeting the formal requirements.

If the author has submitted more than 3 projects to the Youth Participatory Budget, the author will be requested via email or phone within 5 calendar days from the date of the request to select a maximum of 3 out of the submitted projects to be further evaluated, unless the author did not provide a phone number or email address. If contact details are missing or the author fails to specify the maximum of 3 projects within the given timeframe, all projects submitted by that author will be deemed as not meeting the formal requirements.

If a project was submitted by more than 6 people or the project submission contains deficiencies or shortcomings in required elements or the submission does not include the consent of the author of the work (if the nature of the project required it), the author will be requested via email or phone to correct the deficiencies or shortcomings within 5 calendar days from the date of the request, unless the author did not provide a phone number or email address.

If the project submission meets the requirements for the first stage of verification or the deficiencies or shortcomings have been corrected within the designated timeframe, the project will pass the first stage of verification and proceed to the second stage.

SECOND STAGE OF PROJECT VERIFICATION involves checking whether:

  • The project complies with the law, including:

    • The project does not violate widely applicable legal regulations, including local legal acts.

    • The project falls within the scope of tasks of the Municipality of Stalowa Wola.

    • The Municipality of Stalowa Wola has legal title to manage the property on which the project will be implemented (in the case of infrastructure projects).

    • The implementation of the project will not infringe on the rights of third parties, including copyright and related rights.

  • The project is technically feasible through an analysis of:

    • Whether the project does not violate technical norms, standards, and regulations.

    • Whether the project can be implemented at the location specified in the project submission, and whether the project implementation does not conflict with ongoing or planned projects (e.g., related to external funding applications) or projects seeking funding and awaiting competition results from the Municipality of Stalowa Wola.

    • Whether the implementation of the project at the specified location will not breach guarantees provided by the Municipality of Stalowa Wola by the contractor for existing infrastructure at that location.

    • Whether available market technologies enable the project's implementation.

    • Whether the project requires administrative decisions, permits, approvals, opinions, or other technical documents, and whether their acquisition is feasible and will allow the project to be completed within the budget year.

  • The project is feasible to implement within one budget year.

  • The project is not in conflict with strategic documents programming the development of the Municipality of Stalowa Wola, other than local legal acts, including strategies, programs, and the Multiannual Financial Forecast concerning the included initiatives.

  • The project meets the requirements indicating that:

    • Residents of the Municipality of Stalowa Wola will be able to use the project's activities free of charge.

    • Recruitment rules are specified, including the method of informing about recruitment, the start and end dates, and criteria for selecting recipients of support within the project if the project targets a limited group of beneficiaries.

    • The project will be located on properties (land, buildings, premises, etc.) over which the Municipality of Stalowa Wola has legal title to manage.

  • The project does not involve the preparation of only project documentation (projects consisting solely of project documentation preparation are not permitted).

  • The project does not involve only one element/phase of task implementation that will require further elements/phases in subsequent years (projects consisting solely of part of the initiative are not permitted).

  • The project does not include the indication of a potential contractor, the method of its selection, or trademarks.

  • The estimated costs of project implementation indicated in the project submission are reasonable, considering the experience of the Municipality of Stalowa Wola with similar projects and current market conditions.

  • The cost of project implementation ranges from a minimum of PLN 10,000 to a maximum of PLN 75,000.

If the evaluating team determines that the project cannot be implemented in the proposed form, but there is a possibility of making changes, proposals for changes will be prepared. The proposed changes, along with justification, will be provided to the author. The project changes, according to the proposed changes, must be approved by the author in writing or electronically within 5 calendar days from the date of receiving the proposal. Changes related to the budget do not require the author's consent.

If, during the second stage of verification, deficiencies in the first stage of verification are revealed, the project will be withdrawn from the second stage for re-verification in the first stage. After its completion, the project that receives a positive result will be subject to verification in the second stage.

If the project involves the use of a work specified by the author under the Act of February 4, 1994, on Copyright and Related Rights, an agreement on the transfer of copyright or related rights to the Municipality of Stalowa Wola must be concluded by the day before the publication of the verification result on the Digital Participation Platform, in the case of project selection for implementation.

A project receives a negative result in the second stage of verification if at least one of the following conditions is met:

  • The project analysis reveals that the project cannot be implemented.

  • The author did not consent to the proposed changes within the required timeframe.

  • No agreement on the transfer of copyright or related rights to the Municipality of Stalowa Wola, as specified by the Act of February 4, 1994, on Copyright and Related Rights, was concluded, and the project's nature indicates such a requirement.

If none of the above conditions apply, the project will receive a positive result in the second stage of verification.

The assessment result of the project consists of the outcomes of the first and second stages of verification. A project that receives a positive result in both stages of verification is considered positively verified and may be eligible for voting.

The information about the project verification result is:

  • Published on the Digital Participation Platform by November 8, 2024.

  • Provided to the author by phone or email immediately after being published on the Digital Participation Platform.

Information about a negative result of project verification will be provided to the author along with justification.
