About the Green Participatory Budgeting

Evaluation of projects in the GPB

The Mayor of Stalowa Wola, through a separate ordinance, appoints the Team for Youth and Green Participatory Budget, responsible for conducting the project selection procedure in accordance with the Participatory Budget Regulations, available in the section above. In the first edition of the Green Participatory Budget for 2025, it is planned that from October 8, 2024, to November 8, 2024, the project evaluation will be conducted and the list of projects eligible for voting will be published.

The verification of submitted projects takes place in two stages.

FIRST STAGE OF PROJECT VERIFICATION involves checking whether:

  • The project meets formal requirements:

    • The project author has submitted no more than 3 projects to the Green Participatory Budget.

    • The project was submitted within the deadline specified in the schedule.

    • The project was submitted in the appropriate form.

    • The project was submitted by no more than 6 eligible persons.

    • The project submission includes all required elements.

    • The project submission includes the author’s consent as per the Act of February 4, 1994, on Copyright and Related Rights, if required.

    • The project does not contain content commonly regarded as obscene, offensive, vulgar, or socially objectionable.

If a project was submitted after the deadline specified in the schedule or in a different form than required, it will be considered as not meeting formal requirements.

If the project author has submitted more than 3 projects to the Green Participatory Budget, the author will be contacted by email or phone within 5 calendar days from the date of the call, unless the author has not provided a phone number or email address, to select a maximum of 3 out of the submitted projects for further evaluation. If there is no contact information for the author or if the author does not indicate up to 3 projects within the given deadline, all projects submitted by that author will be considered as not meeting formal requirements.

If the project was submitted by more than 6 people or the project submission contains deficiencies or omissions regarding required elements, or the project does not include the author’s consent as per the Act of February 4, 1994, on Copyright and Related Rights (if the project’s specifics require it), the author will be contacted by email or phone to correct deficiencies within 5 calendar days from the date of the call, unless the author has not provided a phone number or email address.

If the project submission meets the requirements for the first stage of verification or the deficiencies or omissions have been corrected within the given time frame, the project receives a positive result for the first stage of verification and proceeds to the second stage of verification.

SECOND STAGE OF PROJECT VERIFICATION involves checking whether:

  • The project is legally compliant, including:

    • The project does not violate applicable laws, including local regulations.

    • The project falls within the scope of tasks of the Municipality of Stalowa Wola.

    • The Municipality of Stalowa Wola has legal title to manage the property where the project will be implemented (for infrastructure projects).

    • The project implementation does not infringe on the rights of third parties, including copyright and related rights.

  • The project is technically feasible through analysis of:

    • Whether the project complies with norms, standards, and technical regulations.

    • Whether the project can be implemented at the specified location without conflicting with ongoing or planned projects (e.g., related to external funding applications) or projects awaiting funding decisions.

    • Whether the project implementation at the specified location will not violate existing infrastructure warranties provided to the Municipality of Stalowa Wola.

    • Whether available technologies allow for project implementation.

    • Whether administrative decisions, permits, approvals, opinions, or other technical documents are required and whether their acquisition is feasible to complete the project within the budget year.

  • The project can be completed within one budget year.

  • The project does not conflict with strategic documents programming the development of the Municipality of Stalowa Wola, including strategies, programs, and the Long-Term Financial Forecast regarding included projects.

  • The project meets the requirements indicating that:

    • Residents of the Municipality of Stalowa Wola will be able to use the project’s activities free of charge.

    • Recruitment rules are specified, including how recruitment will be communicated, the recruitment start and end dates, and criteria for selecting beneficiaries of support under the project if it targets a limited group.

  • The project is located on properties (land, buildings, premises, etc.) for which the Municipality of Stalowa Wola has legal title to manage.

  • The project does not only involve the preparation of project documentation (projects involving only the preparation of documentation are not allowed).

  • The project does not involve completing only one element/phase of the task, which will require further elements/phases in subsequent years (projects involving only part of the undertaking are not allowed).

  • The project does not specify a potential contractor, selection method, or trademarks.

  • The estimated project costs indicated in the project submission are reasonable, considering the Municipality of Stalowa Wola's experience with similar projects and current market conditions.

  • The project cost is between 10,000 PLN and 100,000 PLN.

If the evaluation team determines that the project cannot be implemented in the proposed form but changes can be made, proposals for changes will be prepared. These proposals, along with justification, will be sent to the author. Changes to the project, according to the proposed changes, must be made with the author's consent, given in writing or electronically, within 5 calendar days from the date of the proposal. Changes to the budget do not require the author's consent.

If during the second stage of verification deficiencies from the first stage are found, the project will be withdrawn from the second stage for re-evaluation in the first stage. After completing the first stage re-evaluation, the project, if it receives a positive result, will proceed to the second stage of verification.

If the project involves using the author’s work as defined by the Act of February 4, 1994, on Copyright and Related Rights, an agreement for transferring the economic copyrights or related rights to the Municipality of Stalowa Wola must be concluded by the day before the announcement of the verification result on the Digital Participation Platform, if the project is selected for implementation.

A project receives a negative result in the second stage of verification if at least one of the following conditions is met:

  • The project analysis shows that the project cannot be implemented.

  • The author did not agree to the proposed changes within the required deadline.

  • An agreement for transferring the economic copyrights or related rights to the Municipality of Stalowa Wola was not concluded, and the project’s specifics indicate such necessity.

If none of the above conditions apply, the project receives a positive result in the second stage of verification.

The final result of the project evaluation consists of the results from the first and second stages of verification. A project that receives positive results in both stages is considered positively verified and may be approved for voting.

Information on the project verification result will be:

  • Published on the Digital Participation Platform by November 8, 2024.

  • Sent to the author by phone or email immediately after it is published on the Digital Participation Platform.

Information on a negative result will be provided to the author along with justification.
