About the Youth Participatory Budgeting

REGULATIONS FOR THE IMPLEMENTATION OF THE YOUTH PARTICIPATORY BUDGET IN THE STALOWA WOLA MUNICIPALITY
The Youth Participatory Budget is a tool that supports civic participation among young people residing or studying in the Stalowa Wola Municipality by allowing them to co-decide on the municipality's expenditures for activities aimed at young people.
Chapter 1
General Provisions
§ 1
The Regulations for the implementation of the Youth Participatory Budget in the Stalowa Wola Municipality, hereinafter referred to as the Regulations, define the rules and procedures for the implementation of the Youth Participatory Budget in the Stalowa Wola Municipality.
§ 2
Whenever the Regulations refer to:
the author – it shall mean a person who has submitted a project to the Youth Participatory Budget according to the rules and procedures defined in the Regulations;
the co-author – it shall mean a person who, together with the author, has submitted a project to the Youth Participatory Budget according to the rules and procedures defined in the Regulations;
the Digital Participation Platform – it shall mean an electronic system for participating in and managing the Youth Participatory Budget in the Stalowa Wola Municipality, enabling the submission and publication of projects, announcement of project evaluation results, submission of appeals, voting, and the public announcement of voting results;
the schedule – it shall mean the dates for conducting the various stages of the Youth Participatory Budget;
the Office – it shall mean the Stalowa Wola City Hall, located at 7 Wolności Street, 37-450 Stalowa Wola;
§ 3
Each year, a sum of 300,000 PLN is allocated for the implementation of projects selected under the Youth Participatory Budget.
§ 4
The process of implementing the Youth Participatory Budget consists of the following stages:
submission of projects;
evaluation of projects;
appeals against the rejection of projects from the voting process;
voting on projects and determining the results;
public announcement of voting results;
implementation of projects selected through voting.
The dates for conducting the stages mentioned in sec. 1 are determined annually by the Mayor of Stalowa Wola in the form of a schedule, which is announced at least 7 calendar days before the commencement of the first stage, by publishing the schedule at least on:
the notice board of the Office;
the website of the Public Information Bulletin of the City of Stalowa Wola – www.bip.stalowawola.pl;
the website of the City of Stalowa Wola – www.stalowawola.pl;
the Digital Participation Platform.
The Mayor of Stalowa Wola, by means of a separate order, appoints a Team for the Youth and Green Participatory Budget, responsible for carrying out the project selection procedure in accordance with the Regulations.
Chapter 2
Project Requirements
§ 5
Projects submitted to the Youth Participatory Budget must:
fall within the scope of the Stalowa Wola Municipality’s own tasks;

relate to at least one thematic area from the following catalog:
a) education and development,
b) culture and events,
c) entertainment, leisure, hobbies,
d) sports and physical activity,
e) public infrastructure,
f) volunteering and integration activities;
be feasible within the budget year;
have a cost of implementation ranging from 10,000 PLN to 75,000 PLN;
be available to the residents of the Stalowa Wola Municipality free of charge;
specify the recruitment rules, including the method of informing about recruitment, the start and end dates, and the selection criteria – if the project is aimed at a limited group of recipients;
be located on properties (land, buildings, premises, etc.) over which the Stalowa Wola Municipality has legal title to dispose of.
Projects submitted to the Youth Participatory Budget cannot:
involve only the preparation of project documentation;
involve the implementation of only one element (stage) of a task, which in subsequent years would require further elements (stages) to be completed;
be contrary to the strategic/programmatic documents for the development of the Stalowa Wola Municipality;
involve the use of a work indicated by the author, as defined by the Act of February 4, 1994, on copyright and related rights (Journal of Laws of 2022, item 2509 as amended), unless the project involves the transfer to the Stalowa Wola Municipality of proprietary or dependent copyrights, and the agreement in this regard is concluded before the day preceding the publication of the project evaluation result on the Digital Participation Platform;
specify a potential contractor, the method of their selection, or trademarks;
contain content that is commonly considered obscene, offensive, vulgar, or that may be perceived as socially unacceptable.
Chapter 3
Project Submission and Formal Requirements
§ 6
The Office organizes meetings within the timeframes specified in the schedule to assist in the preparation of projects.
§ 7
An author may submit a maximum of 3 projects.
§ 8
A project may be submitted by no more than 6 people: one author and five co-authors.
§ 9
The author or co-author of a project must meet the following criteria:
reside in the Stalowa Wola Municipality or reside outside the Stalowa Wola Municipality but study at an educational institution (e.g., school, university) located within the Stalowa Wola Municipality;
be at least 13 years old and under 27 years old (below 27 years) on the last day of project submission as specified in the schedule.
§ 10
A project must be submitted within the timeframe specified in the schedule.
The compliance with the deadline mentioned in sec. 1 is determined by:
the date of receipt of the project submission by the Office – in the case of paper submission, in accordance with § 11 point 1;
the date of submission of the project on the Digital Participation Platform – in the case of electronic submission.
§ 11
The project may be submitted in the following forms:
Paper, in accordance with the project submission form template, which is Annex No. 1 to the Regulations, by:
a) submitting the project at the Office,
b) sending the project to the Office's address with the note "Youth Participatory Budget",
c) submitting the project at the meetings mentioned in § 6;
Electronically via the Digital Participation Platform, in accordance with the project submission form template available on this platform, which is the electronic version of the project submission form constituting Annex No. 1 to the Regulations.
§ 12
The project submission should contain at least:
the project name formulated in a way that informs about its content;
the project location, including the elements mentioned in § 5 sec. 1 point 7 (necessary for investment projects);
a brief description of the project;
a detailed description of the project;
a description of how the project meets the principle of general accessibility;
information on universal design;
the purpose and justification for the implementation of the project;
indication of the thematic area of the project:
a) education and development,
b) culture and events,
c) entertainment, leisure, hobbies,
d) sports and physical activity,
e) public infrastructure,
f) volunteering and integration activities,
g) other;
identification of the potential beneficiaries of the project:
a) primary school students,
b) secondary school students,
c) students,
d) people with disabilities,
e) others;
the estimated cost of project implementation, including the costs of execution and operation in the year of execution;
the estimated cost of operation and maintenance of the project in subsequent years;
the data of the author and co-authors, i.e., name and surname, PESEL number, address of residence, phone number, and e-mail address for contact, and in the case of persons who do not reside in the Municipality of Stalowa Wola but study at an educational institution (e.g., school, university) located in the Municipality of Stalowa Wola, the name of the educational institution and its address should be provided;
the data of the parent or legal guardian of the underage author or co-author, i.e., name and surname, phone number, and e-mail address;
the signature of the author and co-authors, if applicable (in the case of submitting the project in paper form) or electronic approval of the project by the author and co-authors, if applicable (in the case of submitting the project electronically);
in the case of authors or co-authors who are foreigners without PESEL numbers, the section for entering the PESEL number is not filled out, and submission of the project is possible after presenting to a designated Stalowa Wola City Hall employee, the travel document issued by the country of which the author or co-author is a citizen;
in the case where the author or co-author is underage:
a) the paper version of the project submission form should also be signed by the parent or legal guardian of that person,
b) the electronic version of the project submission form should also be electronically approved by the parent or legal guardian of that person;
the required declarations indicated in the project submission form, which is Annex No. 1 to these Regulations, must be checked.
§ 13
If the project involves the use of a work indicated by the author, as mentioned in § 5 sec. 2 point 4, the consent of the author, or in the case of an underage author, their parent or legal guardian, to use the work for the purposes of the Youth Participatory Budget, including consent for its free publication on the Digital Participation Platform, containing the name, surname, phone number, e-mail address, and signature (in the case of paper forms) or electronic approval (in the case of forms submitted through the Digital Participation Platform) of the author, or in the case of an underage author, their parent or legal guardian, must be attached to the submission described in § 12.
In the case of a project submitted through the Digital Participation Platform, the original consent of the author to use the work must be retained until the information on the result of the evaluation mentioned in § 27 sec. 1 point 1 is posted on the Digital Participation Platform and presented upon request.
§ 14
If the project is submitted by the author and co-authors, the author is the appropriate contact person regarding the project.
The author may appoint another person from among the co-authors as the contact person after submitting the project. In this case, only the appointed person is authorized to contact regarding the project.
The author and the co-author appointed in accordance with sec. 1 or sec. 2 have all the rights resulting from the Regulations.
§ 15
All submitted projects are published on the Digital Participation Platform. Submitting a project to the Youth Participatory Budget is equivalent to creating an account for the author/co-authors of the project, enabling them to manage the project on the Digital Participation Platform. This also applies to projects submitted in paper form. The content mentioned in § 5 sec. 2 point 6 is not published on the Digital Participation Platform.
§ 16
The author has the right to withdraw the project within the time frame specified in the schedule.
The author informs about the withdrawal of the project via the Digital Participation Platform, by e-mail, or in writing. In the case of providing information about the withdrawal of the project in writing, the date of receipt of the information by the office determines whether the deadline has been met.
Chapter 4
Rules for verifying submitted projects
§ 17
The verification of submitted projects consists of two stages.
§ 18
The first stage of verification of submitted projects includes checking whether:
the project meets formal requirements:
a) the project author has submitted no more than 3 projects to the Youth Participatory Budget,
b) the project was submitted within the time frame specified in the schedule, taking into account the rules indicated in § 10 sec. 1 and 2,
c) it was submitted in the form specified in § 11,
d) it was submitted by no more than 6 people who meet the criteria indicated in § 9,
e) the project submission contains all the required elements specified in § 12,
f) the author's consent for the use of the work mentioned in § 13 sec. 1 and 2, if required, is attached to the project submission;
the project does not contain the content mentioned in § 5 sec. 2 point 6;
If the project author has submitted more than 3 projects to the Youth Participatory Budget, the author is contacted by e-mail or phone within 5 calendar days of the notification, unless the author has not provided a phone number or e-mail address, to indicate up to 3 of the submitted projects to be further evaluated.
If there is no contact information for the author or if the author does not indicate up to 3 projects for further evaluation within the specified time frame, all projects submitted by that author will be deemed not to meet formal requirements.
If the project to the Youth Participatory Budget was submitted:
after the deadline specified in the schedule, taking into account the rules indicated in § 10 sec. 1 and 2,
or was submitted in a form other than specified in § 11,
it will be deemed not to meet formal requirements.
If:
the project was submitted by more than 6 people;
the project submission contains deficiencies or errors in the elements mentioned in sec. 1 point 1 letter e) and f);
the author is contacted by e-mail or phone to correct the deficiencies or errors within 5 calendar days of the notification, unless the author has not provided a phone number or e-mail address.
If the project submission meets the requirements mentioned in sec. 1 or if the deficiencies or errors have been corrected within the time frame, the project receives a positive result in the first stage of verification.
If the project submission does not meet the requirements mentioned in sec. 1 or if the deficiencies or errors have not been corrected within the time frame, the project receives a negative result in the first stage of verification.
§ 19
A project that has received a positive result in the first stage of verification is subjected to the second stage of verification.
During the second stage of verification, the following are checked:
the compliance of the submitted project with the law by analyzing whether:
a) the project does not violate generally applicable laws, including local law,
b) the project falls within the scope of the Municipality of Stalowa Wola's own tasks,
c) the Municipality of Stalowa Wola has the legal title to the property where the project will be implemented,
d) there will be no violation of third-party rights, including copyrights and related rights;
the technical feasibility of the submitted project by analyzing whether:
a) the project does not violate norms, standards, and technical regulations,
b) the project can be implemented at the location specified in the project submission, including whether the project's implementation does not conflict with ongoing or planned (e.g., in connection with applying for external funding) or requested for funding and awaiting decision projects of the Municipality of Stalowa Wola,
c) the project's implementation at the specified location will not violate the guarantee granted to the Municipality of Stalowa Wola by the contractor for the existing infrastructure at that location,
d) the technologies available on the market allow for the implementation of the project,
e) the project's implementation requires.
§ 20
If the activities referred to in § 19 indicate that the project cannot be implemented, and there is a possibility of project modifications, proposals for changes are prepared. These proposals, along with justifications, are forwarded to the author.
The project may be modified according to the proposed changes with the author’s consent, which must be expressed in writing or electronically within 5 calendar days from the day the proposal for changes was provided, subject to section 3.
The author’s consent is not required for changes resulting from § 19 section 2 point 8.
§ 21
If, during the second stage of verification, deficiencies are revealed in the first stage of verification, the project is withdrawn from the second stage for re-verification in the first stage. After this re-verification, the project that receives a positive outcome is subject to verification in the second stage.
§ 22
If the project involves the use of a work specified by the author within the meaning of the Act of February 4, 1994, on copyright and related rights, a contract for the transfer of economic or derivative copyrights to the work to the Municipality of Stalowa Wola must be concluded by the day preceding the publication of the project verification result on the Digital Participation Platform, in the case the project is selected for implementation.
§ 23
The project receives a negative outcome in the second stage of verification if at least one of the following circumstances occurs:
The activities referred to in § 19 indicate that the project cannot be implemented;
The author did not express consent to the proposed changes within the timeframe specified in § 20 section 2;
The contract for the transfer of economic or derivative copyrights to the work referred to in § 22 was not concluded.
§ 24
If none of the circumstances referred to in § 23 occur, the project receives a positive outcome in the second stage of verification.
§ 25
The verification outcome of the project consists of the results from the first and second stages of verification.
A project that receives a positive outcome in both the first and second stages of verification is considered to have passed the verification.
A project that receives a negative outcome in either the first or second stage of verification is considered to have failed the verification.
§ 26
A project that fails the verification is not eligible for voting.
§ 27
Information on the project’s verification outcome is:
Published on the Digital Participation Platform within the timeframe specified in the schedule;
Communicated to the author by phone or email immediately after it is posted on the Digital Participation Platform.
Information on a negative verification outcome is provided to the author along with a justification.
Chapter 5
Appeals Against Negative Verification Outcome
§ 28
The author has the right to appeal to the Mayor of Stalowa Wola against a negative verification outcome.
§ 29
The appeal must include the appellant’s name, the project title, the objections to the project verification along with justifications, and the signature of the appellant—in the case of a paper appeal—or confirmation of the appeal submission—in the case of an electronic appeal.
§ 30
The author is entitled to submit an appeal within the timeframe specified in the schedule.
The appeal may be submitted in the following forms:
In paper form at the Office,
Electronically through the Digital Participation Platform.
The date determining the appeal’s submission within the timeframe referred to in section 1 is:
The date of the appeal’s receipt by the Office;
The date of submission through the Digital Participation Platform.
Appeals submitted not in accordance with sections 1 and 2 will not be considered.
§ 31
The appeal will be considered within the timeframe specified in the schedule.
§ 32
If an appeal is submitted that is subject to consideration, the project undergoes a re-verification process.
During re-verification, activities that were previously completed and were not the subject of the objections are not repeated.
Re-verification is conducted only for those activities that the author had objections to.
Re-verification may concern both the first and the second stage of evaluation.
If the objection pertains to the first stage of verification and is deemed valid, the second stage of verification is conducted.
During the appeal consideration stage, there is no obligation to contact the author.
§ 33

As a result of the appeal consideration:
the negative verification outcome of the project is upheld, or
the verification outcome of the project is changed to positive.
No further appeal is allowed against the decision referred to in section 1, point 1.
§ 34
Information about the outcome of the appeal is posted on the Digital Participation Platform and communicated to the author by phone or email within the timeframe specified in the schedule.
Chapter 6
Rules for Conducting Voting, Determining Voting Results, and Publicizing Them
§ 35
Projects that received a positive evaluation are deemed eligible for voting.
§ 36
The order of projects on the voting lists is determined by a draw conducted by a member of the Youth City Council in Stalowa Wola or another representative of the youth community.
§ 37
Voting on the projects takes place within the timeframe specified in the schedule.
§ 38
Voting is conducted electronically through the Digital Participation Platform.
§ 39

Persons eligible to vote are those who meet the following criteria:
Reside in the Municipality of Stalowa Wola or reside outside the Municipality of Stalowa Wola but attend an educational institution (e.g., school, university) located within the Municipality of Stalowa Wola.
By the last day of voting specified in the schedule, have reached at least 13 years of age and have not exceeded 27 years of age (are under 27).
Voting is personalized – each eligible person can vote only once.
§ 40
Voting is anonymous – no information is published about how individual people voted.
§ 41
Voting is conducted by selecting any number of projects from the list, provided that the total cost of the selected projects does not exceed the amount mentioned in § 3.
Each project selected in accordance with section 1 is considered to have received one vote.
§ 42
Eligible voters cast their vote using an electronic ballot containing at least their name, address, PESEL number, phone number, and email address. In the case of persons who do not reside in the Municipality of Stalowa Wola but attend an educational institution (e.g., school, university) located within the Municipality of Stalowa Wola, the name and address of the educational institution must also be provided.
A minor’s vote must be confirmed by a parent or legal guardian by providing their data, including at least their name, phone number, and email address, and then electronically confirming the minor's vote.
In the case of foreigners who do not have a PESEL number, the PESEL number field is left blank, and voting is possible upon presenting a travel document issued by the country of which the voter is a citizen to the Stalowa Wola City Hall employee designated for the Youth Participatory Budget matters.
The template of the electronic ballot is specified in Appendix No. 2 to the Regulations.
Based on the template of the electronic ballot mentioned in section 4, an electronic ballot containing the list of projects eligible for voting is prepared annually.
§ 43
The data provided on the electronic ballot is subject to verification based on the information contained in the Central Population Register Database (CRBDEL).
§ 44
After the voting ends, each project is assigned the number of valid votes cast for it.

A vote is considered valid if:
it was cast by a person eligible to vote who meets the criteria specified in § 39, section 1,
it was cast within the voting period specified in the schedule,
at least one project was selected on the electronic ballot,
the electronic ballot contains all the data mentioned in § 42, section 1,
the total value of selected projects is within the amount specified in § 3.
If an eligible voter casts more than one vote, all votes cast by that person are deemed invalid.
§ 45
Based on the valid votes cast, a list of projects is created, ranking projects according to the number of votes received.
§ 46
Projects that receive the highest number of votes are deemed selected for implementation within the Youth Participatory Budget until the total amount allocated for project implementation within the Youth Participatory Budget, as specified in § 3, is exhausted.
If the remaining funds are insufficient to implement the next project on the list, the project occupying the next position on the list is considered selected if its implementation cost fits within the remaining amount, taking into account sections 3-4.
If multiple projects receive the same number of votes and the remaining funds are not sufficient to implement all of them, the selected projects are determined by a random draw conducted automatically by the Digital Participation Platform.

If several selected projects concern the same location and their simultaneous implementation is not possible, the project selected is the one that:
is highest on the list mentioned in § 45,
or was selected by a random draw conducted automatically by the Digital Participation Platform if the projects received the same number of valid votes.
§ 47

The results of the voting, including information about the selected projects, are made public by posting them on:
the notice board of the City Hall,
the website of the Public Information Bulletin of the City of Stalowa Wola – www.bip.stalowawola.pl,
the website of the City of Stalowa Wola – www.stalowawola.pl,
the Digital Participation Platform,
within the timeframe specified in the schedule.
Information about the selection of a project is communicated to the author via email or phone within 5 calendar days from the announcement of the voting results on the Digital Participation Platform.
Chapter 8
Monitoring and Evaluation
§ 48
The implementation process of the Youth Participatory Budget is subject to monitoring and evaluation.
Monitoring involves at least the ongoing verification of the implementation process of activities within the Youth Participatory Budget, emerging issues, observed difficulties, and checked solutions, including through direct conversations with potential project authors during meetings specified in § 6.
Evaluation is conducted annually after the process of selecting projects for the Youth Participatory Budget, as described in the Regulations, and involves analyzing the outcomes of this process to introduce potential improvements in subsequent editions of the Youth Participatory Budget. Evaluation is carried out at least using a survey among the authors of submitted projects.
Chapter 8
Project Implementation
§ 49
Projects selected for implementation through the Youth Participatory Budget are entered into the financial plan for the calendar year specified in the schedule.
§ 50
During the implementation of the project, the City Hall contacts the author and provides information about the status of the project.
The status of projects is regularly updated on the City Hall’s website or the Digital Participation Platform.
Chapter 9
Personal Data Processing and Consent
§ 51
Submitting a project to the Youth Participatory Budget in paper or electronic form signifies consent to the public disclosure of its content on the Digital Participation Platform – the electronic system for managing the Youth Participatory Budget.

The processing of personal data for the purposes of the Youth Civic Budget is carried out in accordance with the following GDPR clause:
GDPR CLAUSE
In accordance with Article 13 of Regulation (EU) 2016/679 of the European Parliament and of the Council of April 27, 2016, on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation), hereinafter referred to as GDPR, the Municipality of Stalowa Wola informs you that:
The Data Controller of your personal data is the MUNICIPALITY OF STALOWA WOLA, located at 7 Wolności Street, Stalowa Wola, hereinafter also referred to as the “Controller”.
Explanations regarding the processing of personal data can be obtained from the Data Protection Officer, who can be contacted via email at iod@stalowawola.pl, or by traditional mail at 7 Wolności Street, 37-450 Stalowa Wola, with the note “To the Data Protection Officer”.

The Controller processes your personal data for the following purposes:
a) To implement the Youth Civic Budget, to provide information regarding project evaluation, project amendments, progress in project implementation if selected, and to monitor and evaluate activities related to the Youth Civic Budget and its implementation process (based on Article 6(1)(c), (e), (f) GDPR);
b) To receive information via email or phone about the evaluation of the Youth Civic Budget and its conduct, i.e., for informational and contact purposes (based on Article 6(1)(a) GDPR – i.e., your consent);
c) To disseminate information about the authors and/or co-authors of the project (based on Article 6(1)(a) GDPR – i.e., your consent).

The Data Controller processes your personal data based on applicable legal regulations and the agreement between the Kingdom of Norway and the European Union (details below), particularly including:
a) The Act of March 8, 1990, on municipal self-government;
b) Regulation (EU) 2016/679 of April 27, 2016, on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation);
c) The agreement between the Kingdom of Norway and the European Union on the Norwegian Financial Mechanism for 2014-2021 and the Memorandum of Understanding on the implementation of the Norwegian Financial Mechanism for 2014-2021 and Regulations on the implementation of the Norwegian Financial Mechanism for 2014-2021;
d) The Act of May 10, 2018, on the protection of personal data;
e) The Act of February 4, 1994, on copyright and related rights;
f) The Act of April 23, 1964, the Civil Code;
g) The Act of August 27, 2009, on public finances;
h) The Act of July 14, 1983, on the national archival resource and archives.

The recipients of your personal data may include:
a) Entities providing services to the Controller – e.g., IT software providers/maintenance, hosting companies;
b) The Ministry of Finance, as well as entities involved in the implementation of Norwegian Funds;
c) Entities performing monitoring/audit tasks related to the project such as: Program Operator – Ministry of Funds and Regional Policy, National Contact Point, Certifying Institution, NMSZ – Norwegian Ministry of Foreign Affairs, Audit Institution, whose functions are performed by the Department of Public Funds Audit at the Ministry of Finance, the Norwegian Auditor General’s Office or a unit authorized to act on behalf of these entities;
d) Public authorities and entities performing public tasks or acting on behalf of public authorities, within the scope and for purposes resulting from generally applicable laws;
e) Other entities authorized based on legal regulations.
Your personal data will not be subject to profiling.
Your personal data will not be transferred to a third country or international organization.
Decisions regarding your personal data will not be made based solely on automated processing, in accordance with Article 22 GDPR.
Your personal data will be stored for the duration of the Project and subsequently stored in accordance with legal regulations, for a minimum period of 5 years from the date of acceptance by the Financial Mechanism Committee and the Norwegian Ministry of Foreign Affairs of the final report for the Local Development Program.
You have:
a) The right to access your personal data based on Article 15 GDPR,
b) The right to rectify or complete your personal data based on Article 16 GDPR,
c) The right to request the restriction of the processing of your personal data based on Article 18 GDPR,
d) The right to erasure of data – applicable under the conditions and terms specified in Article 17 GDPR, i.e., it is not possible to erase personal data necessary, particularly for:
Fulfilling a legal obligation if the mandatory retention period has not expired;
Performing a task carried out in the public interest or in the exercise of official authority vested in the Controller;
Archiving purposes in the public interest.
e) The right to data portability – applicable under the conditions and terms specified in Article 20 GDPR (within this context – for data processed based on consent);
f) The right to object to processing – applicable under the conditions and terms specified in Article 21 GDPR,
g) The right to lodge a complaint with the President of the Personal Data Protection Office if you believe that the processing of your personal data infringes GDPR regulations;
h) The right to withdraw consent for the processing of personal data. You have the right to withdraw your consent at any time. Withdrawal of consent does not affect the lawfulness of processing based on consent before its withdrawal (only applies to cases where data is processed based on consent).
Providing data is voluntary but necessary for the processing purposes mentioned above. Failure to provide data means that you cannot participate in the project submission and voting procedures within the Youth Civic Budget. Publication of the name and surname of the author and co-authors is voluntary (the submitted project may be published anonymously), and consent to receive evaluation information is not required to participate in the procedure.
